Senior Terminal Manager - Chemical Facility H/F

Purpose
We are seeking a highly experienced Site Manager to lead the operations and transformation of a chemical facility classified under ICPE and subject to SEVESO III high-threshold regulations. The Senior Terminal Manager is accountable and holds end responsibility for captial decisions and site operations and major projects (including new terminal construction and monitoring of some legacy units), and ensuring full compliance with French environmental, safety, and labor laws. This role is responsbile for regulaatory and compliance matters e.g. direct management and engagement with local external stakeholders such as Préfecture, DREAL, Labor and other public authorities. Management of internal stakeholders such as the transformation core project group and local Unions would be key to the succcess of the Terminal.
Responsibilities
Health, Safety & Environment (HSE)
Promote a proactive safety culture and ensure compliance with SEVESO III and ICPE safety requirements
Lead audits, risk assessments, and emergency drills in coordination with DREAL and emergency services
Monitor emissions and ensure compliance with prefectoral orders and ministerial decrees
Regulatory Compliance & Legal Duties, as head of the unit (legal "établissement")
Ensure compliance with the French Environmental Code, including:
Maintenance of ICPE permits and SEVESO status
Responsible for regular updates to the Internal Operation Plan (POI) and Safety Management System (SGS)
Responsible for implementation of the Major Accident Prevention Policy (PPAM) and risk communication plans.
Ensure compliance with the Labour Code, including:
Responsible for worker safety training and chemical risk prevention
Responsible for coordination with the Health, Safety and Working Conditions Committee (CSSCT)
Responsbile for cooperation with the Labour Inspectorate during audits and investigations
Strategic, Operational and Transformation Leadership
Accountable for strategic and tactical decision making in line organiztional KPIs. Lead and support all strategic and tacitcal initiatives, projects, and change management efforts to drive transformation and achieve organizational objectives. Accountable and responsible for all legal and operational matters for the site, including safety, environmental compliance, and performance
Leads the site management team, ensuring alignment with corporate strategy and regulatory obligations. Creates ownership and engagement at local team's level, and adequate interaction it the head office
Represents the site in all dealings with local authorities, including the Prefecture, DREAL, and Labour Inspectorate
Site Transformation Management
Active participation in the construction project of a new terminal facility, ensuring compliance with ICPE authorization procedures and environmental impact assessments
Ensure all modifications to installations are declared to the Prefect and assessed for regulatory impact
Stakeholder & Community Engagement
Is the primary liaison with external stakeholders including
DREAL (environmental inspections and ICPE compliance)
Local municipalities and emergency services
Community representatives for public information and consultation. Permanent external stakeholder management including daily decisions and negotiations
Industry Partners and Associations, Media and Press, Community and Non-Profit Organizations, Consultants, Financial Institutions, Suppliers and Vendors
Financial & Resource Management
Leads the development, allocation, and governance o capital and operational budgets
Ensure cost-effective resource allocation and project delivery. Accountable for the terminal CRCs control and optimization
Leadership & People Management
Facilitating effective communication within the team and across departments, handling challenges and doing conflict management. Representative of the Terminal at Continental, France and Regional level forums to ensure alignment with organizational goals
Promote a culture of continuous improvement in the Terminal, encouraging team members to identify and implement enhancements and best practices. Identify opportunities for cost optimization, and service enhancement to drive operational efficiency and effectiveness
Responsible to develop a team of people managers who foster a culture of collaboration, accountability and continuous improvement. Conducting performance reviews, providing coaching and development opportunties to the team
Profile
- Engineering degree (Chemical, Process, Mechanical, or Environmental).
- Track record leadership and communication abilities.
- Minimum 10 to 15 years of experience in managing industrial sites under ICPE/SEVESO regulations.
- Strong knowledge of French environmental regulations, and labor practices. Ability to develop positive "Dialogue social".
- Proven capability to navigate highly complex environments and manage high-pressure situations effectively.
- Fluent in French and English
- A plus : Proven experience in managing construction and decommissioning projects.
- Preferred Certifications: NEBOSH / ICSI / INERIS HSE training / Familiarity with French PPRT, CLP regulation, and environmental permitting procedures
- The position requires a large and comprehensive ability on a broad scope (regulations, technical, Yara strategy, environment, fertilizers, civil works, communication, planning, administration, finance …). We need
- someone is prepared to cover everything for some time and apply very strict control. This is due to the poor level of local leadership and ownership, and the complexity of the transformation.

- This role is critical in realizing Yara's strategic decision to close the Montoir plant and move towards Terminal, changing the business model that matches the future sales potential.
- Some infrequent travel is required
